What is happening

You arrive at a school field trip loading a sledge on a flat, wind-swept snowfield.

The sledge keeps skidding across the flat snow every time the wind gusts. There are already 9 kg of kit strapped on, and it only holds against the gusts once the load reaches 15 kg.
